IMO BNWAS Performance Standard
IMO resolution MSC.128(75) requires that a BNWAS should comply with certain performance parameters.
A BNWAS that has been installed before July 1, 2011 should preferably be of an approved type complying with MSC.128(75), while a BNWAS installed after July 1, 2011 is required to be of an approved type conforming to MSC.128 (75).
Performance Parameters for a BNWAS
Conformance with MSC.128(75) cannot be documented for a BNWAS that has been installed before July 1, 2011. Yet, it may be exempted from full compliance with MSC.128(75) at the discretion of the Flag Administration (SOLAS Chapter V Reg.126.96.36.199). DNV is authorized to recommend applications for such exemptions when the equipment is in compliance with the rules for the NAUT-OC/-AW/-OSV class notations and/or when the system is provided with the following functionalities:
- The system can be manually switched ON and OFF. The ON/OFF selection facilities are to be protected by a key switch, or a password protection or by being installed in the Master’s cabin.
- After the equipment is switched on, it remains dormant for 3 to 12 minutes.
- A visual indication and an audible alarm should be given in the wheelhouse at the end of the dormant period. The visual indication may appear 15 seconds before the audible alarm starts sounding.
- If the alarm is not reset in the wheelhouse within 30 seconds, an alarm starts sounding in the back-up officer’s and/or the Master’s cabin.
- If the alarm is not reset in the wheelhouse within 30 to 90 seconds of the first visual indication, an alarm is sounded in public spaces, such as the mess room, ship’s office and/or conference room. For larger vessels, the period for reset may be extended to 3 minutes. There is an option to combine this alarm with that described in the previous bullet.
- It is also possible to reset an alarm in the wheelhouse, which could be a push button and/or movement detector.
Electromagnetic Compatibility and Environmental Protection
It should be confirmed that the BNWAS is suitable for installation on board ships through a test report, test certificate or manufacturer’s specification, or alternatively through a declaration from the vessel’s manager confirming that the system operates trouble-free.
